The bachelor thesis deals with water resource management and is divided into two parts. The first part describes generally the significance of water itself and of water resource management, the respective legislative including. Water protection as an integral part of water resource management complex is mentioned as well. The organisation of state administration in water resource management is explained in details, including the legislative that is connected with water resource management in the Czech Republic and European Union. In the second part, activities of public administration are described as well as water resource management investments. For comparison, public administration organisation in water resource management in Israel is described.

Legal aspects of water retention in the landscape Abstract This diploma thesis deals with the legal aspects of water retention in the landscape in response to the current problems associated with impaired landscape retention capacity such as drought, erosion or floods. The author first outlines the factual and legal context of the issue, which is followed by an analysis of conceptual, administrative-legal and economic instruments of the Czech legal order that can improve water retention capabilities of the landscape. The diploma thesis analyses the relevant instruments of the Water Act, Forest Act, Act on the protection of agricultural land or Act on protection of nature and landscape. Consequently, it deals with the role of land-use planning, land consolidation and environmental impact assessment for the issue. The thesis includes comprehensive evaluation of the relevant legal regulation in terms of its effectiveness and possible proposals de lege ferenda.
Decision-making and processes in regulation of water use

This PhD thesis, after a brief introductory historical exposé of water use (not only) in our territory and related sources of law focuses on decision making and processes in water use in contemporary Czech legislation. The topic is divided into three blocks, relating to integrated water management procedures, a general measure of water law and other acts pursuant to the Water Act. The introduction precedes the chapter on system of water authorities, which are crucially involved in the exercise of state administration under the Water Act. PhD thesis points to the split competence of the four central ministries (agriculture, environment, transport, defense) as a central water authorities and the other "residual" powers of municipal authorities of municipalities with extended powers as water authorities. The chapter on water management offices is also engaged in the scope of municipal and regional authorities and military domains office, as well as the recently canceled water authorities in charge of municipal authorities. The quality of water sources in the Czech Republic

The following bachelor thesis on the subject of The quality of water sources in the Czech Republic is supposed to introduce its readers to both historical development and current state of surface water quality in the Czech Republic. The works methodology is creation of a literature review of available scientific literature and especially Reports on surface water quality in particular river basins. The first part briefly describes Czech hydrological network and basic water quality indicators. The second part deals with the development of surface water quality in particular river basins. Another part of the work describes legal measures concerning surface water protection. In the last century, surface water contamination was considered one of the biggest environmental problems in our country. Waste water flowing into surface water were not perfectly treated and often werent treated at all. Because of this and also because of intense industry development, surface water was highly polluted. It wasnt until 1989, when the surface water quality improved significantly, mainly due to reduction of contaminants discharge, waste water treatment plants and sewerage system construction and development. Main danger for quality of rivers after 1989 were floods in 1997 and 2002, during which water treatment plants outage were often and dangerous chemicals were leaking from factories. The main finding of this work is the fact that quality of surface water in Czech Republic is much better than in the last century. However, it is still needed, that we focus on smaller rivers which are being endangered the most by discharge of contaminants from villages that dont have their own waste water treatment plants.
Assessment of flood control measures to protect the population in selected cities of the South Bohemian Region (the Lužnice basin)

The Diploma thesis on the theme "Assessment of flood control measures to protect the population in selected communities of the South Bohemia region in the catchment area of the river Lužnice" is divided into theoretical part and the research part. The theoretical part is a general whole, which in the sections refers to the relevant legislation of the flood problems, it explains the flood as the concept and everything associated with it. In particular it introduces the readers with flood characteristics of the territory of the Czech Republic and with the characteristics of the catchment area of the river Lužnice. It describes the selected municipalities by its flow, which are the subject of the research. It explains the difference between a natural and an extraordinary flood, describes the historic and contemporary floods and their damage. It deals with the protection from natural disasters, characterizes the activities of the relevant organs of the protection flood. In the context of the protection of the population it defines the summary measures that help to ensure the protection of life and health of the people, property and environment in emergencies, which are warning, evacuation, hide and emergency survival of the population and other measures to ensure the protection of life, health and property. The aim of this work is to evaluate the effectiveness of flood control measures from the perspective of the number of the protected inhabitants on the territory. In order to achieve the goals, it was necessary to make several consecutive steps. On the basis of assessed results it could be returned to the research question, whether the built flood protection measures are effective in relation to the protected values of the life, health, property and the environment. For the fulfillment of the objectives of the work and verification of research questions,it was need to be familiar with the relevant legislation of the subject, then with the implemented measures, flood protection plans of the municipalities including analysis of their substantive and organisational components. After that to perform the qualitative processing of the survey, the respondents of which were the statutory representatives of the municipalities, who are in charge of the flood protection, and other charged people (e.g. crisis management staff, officers of the Department of the environment or Building office, etc.). The found facts served to the description, evaluation, comparison and analysis of the flood control measures in relation to the number of the protected inhabitants within the catchment area of the river Lužnice. In this way the concrete results were obtained and discussed in the comments of this Diploma thesis. The submitted Diploma thesis in its research part assesses the effectiveness of the flood control measures in the framework of the protection of the population in the South Bohemia municipalities - Bechyně, Tábor, Planá nad Lužnicí, Soběslav, Dráchov, Veselí nad Lužnicí by the flow of river Lužnice, that touches the ranked in the river kilometres from 10,6 to 77,3 km lines. The inspiration for the processing of this Diploma thesis there were the consequences of disastrous floods in 2002, 2006 and 2013 in these areas, which have caused enormous damage and even loss of life. Then the personal interest of the author, as a resident of the town Veselí nad Lužnicí and respectively the member of the crisis management of this town. The research question and the methodology of the research were designed to be filled the objectives of this thesis, it means the evaluation of the effectiveness of the flood control measures from the perspective of the number of the protected inhabitants on the territory.
